South Carolina - Emergency and Assistance Resources and Programs for Persons with Diabetes Project SUGAR: The Sea Islands African American Registry Project is a program operated by the Medical University of South Carolina. It is a research project that offers free diabetes exams and compensation to people who qualify. There are two studies with different requirements.
